Write a one-page decision note for the controller. Lead with release, conditional release, or hold. Identify the supported results and the uncertain matters that could alter that recommendation. Distinguish estimates, viable alternatives, and missing facts. For each open matter, state the reporting consequence, owner, deadline, and required action. Link the reader to the supporting issue, schedule, and control record without repeating the technical memo.

A complete note states the decision first and limits detail to matters that can change it. It distinguishes verified work, estimates, alternatives, and unresolved facts and gives each open item an owner, deadline, action, and reporting consequence. Amounts and directions appear only when supported. The note uses plain language and exact references to the controlled file; it does not replace a decision with reassurance, a technical dump, or a list of passing checks.
