Instructional scope
The construction packet stipulates that expenditures have been made, activities necessary to prepare the asset are in progress, and interest cost is being incurred during the stated capitalization window. Weighted-average accumulated expenditures are derived from dated draws; the supplied borrowing layers determine avoidable interest; actual interest is a separate ceiling.
Stop conditions
Pause if qualifying-asset status, construction activity, interruption dates, expenditure dates, borrowing rates, or actual interest cannot be supported. A schedule tie-out does not cure a missing recognition or timing premise.
