Avoidable interest is not the interest on a construction loan or all interest during construction. It is a controlled counterfactual based on qualifying expenditures during the active capitalization period.
For a calendar-year project, a $300,000 January 1 expenditure contributes $300,000 to weighted-average accumulated expenditures. A $240,000 July 1 expenditure contributes $120,000. Apply the specific borrowing rate to the supported layer, then apply the supplied rate for other borrowings to the excess. Compare the resulting avoidable interest with actual interest incurred. The lower amount is capitalized; the rest of actual interest is expense.
The schedule must show dates, weights, debt capacity, rates, avoidable interest, actual interest, and the lower-of result. Changes in the construction window, interruptions, or qualifying-asset status can change the answer before any rate is multiplied.
