An internal cash-population transfer moves value between two accounts that are already inside the statement's combined population. ASC 230-10-45-5 excludes transfers among the included cash categories from operating, investing, and financing activities.
Test both endpoints of the transfer
Confirm that the source and destination accounts belong to the same reporting entity, period, currency bridge, and supported population. Link the two bank movements with one transfer ID. Retain the restriction and location evidence, then eliminate both legs from the activity sections.
For example, moving $5 million from an unrestricted account to an included restricted payroll account reduces one location and increases the other. The combined population changes by zero. Reporting an investing outflow and an operating inflow would invent activity while preserving the endpoint.
Distinguish an external payment
A customer receipt into a restricted account crosses the population boundary and is a cash inflow. A vendor payment from that account is a cash outflow. Classify each external event from its underlying nature. The restriction does not select the section.
The internal-transfer exclusion applies only when both locations are already inside the combined total. If ownership or population status is unresolved, do not eliminate the movement until the evidence supports both endpoints.
