Cash-flow reporting population

Working definition

The entity-, period-, currency-, and policy-specific total of cash, cash equivalents, and applicable amounts generally described as restricted cash or restricted cash equivalents whose change the statement of cash flows explains.

The reporting population is the amount whose change the statement explains. ASC 230-10-45-4 includes cash, cash equivalents, and amounts generally described as restricted cash or restricted cash equivalents in that total. The population can therefore span several balance-sheet captions.

Freeze the population before classifying activity

List each account at the beginning and end of the period. Retain its legal owner, reporting entity, currency, balance-sheet location, restriction, and cash-equivalent policy conclusion. Apply the same scope and ledger version at both dates. A correct sum with a missing account, different entity, or stale version is not a reconciliation.

Suppose unrestricted cash is $80,000 and an included restricted account is $20,000. The statement population is $100,000 even if the balance sheet shows the two amounts on separate lines. Moving $5,000 between those accounts changes their locations but does not change the combined total.

Reconcile locations and activity separately

ASC 230-10-50-8 requires a line-item bridge when the population appears in more than one balance-sheet line. That bridge explains where the amounts appear. The activity sections explain external receipts and payments. Do not create a cash-flow line to force the location bridge to agree.

Investigate any remaining difference as a possible omitted account, entity error, translation effect, unrecorded transaction, or unsupported population change. The arithmetic can test a supplied population. It cannot decide ownership, restriction, or cash-equivalent status.
