A statement can foot while reconciling the wrong population. Cedar Trail's balance sheet labels one line “cash and cash equivalents,” but its treasury ledger also contains restricted payroll cash, acquisition escrow, foreign- currency demand deposits, money-market instruments, and a note bought shortly before maturity. The title of the line decides none of those items.
Write the population key
Freeze the reporting entity, period, presentation currency, ledger version, bank-account owner, legal restriction, instrument, acquisition date, maturity date, and policy conclusion. Then map each included amount to its balance-sheet location. “Cash” is not a search term; it is an asserted population with a reperformable inclusion decision.

The familiar three-month convention concerns original maturity from the entity's acquisition date, not a reporting-date countdown. A two-year note bought with 30 days remaining does not become a cash equivalent by aging. The policy also requires ready convertibility and insignificant risk of value change; maturity is necessary evidence, not a complete conclusion.
Build both ends from locations
List every beginning and ending location, including amounts presented outside the cash line. The same population definition must govern both ends. A new restriction during the year can change location or availability without creating an investing outflow. Preserve the location bridge even when the combined total is displayed only in the cash-flow reconciliation or note.

Do not “fix” a difference by adding a cash-flow line. A difference is an investigation ticket: omitted account, wrong entity, stale bank version, unrecorded transaction, translation error, or unsupported population change.
Keep authority in dated lanes
Current Topic 230 and adopted amendments occupy the current lane. Statement 95 explains the historical design but does not replace codified guidance. An issued amendment moves to current accounting only under its scope, effective date, transition, and the entity's adoption decision. A research project or tentative Board decision remains in a separate watch lane.
For the August 2026 reporting date used here, the FASB cash-flow research and cash-equivalents/digital-assets project materials are not final amendments. Record their status and next review date; do not convert an illustration under discussion into a ledger rule.
