Lead with the decision: release, conditional release, or hold. Follow with the few issues capable of changing that decision, not a chronology of everything the accounting team did.
Separate four categories. Verified amounts have complete supporting evidence and current authority. Estimates name the assumption, owner, range, and sensitivity. Alternatives state why another route was considered and rejected or remains viable. Unresolved facts name the evidence request, owner, due date, and consequence.
Translate accounting effects into statements and decisions without pretending to predict investor reaction. “The proposed adjustment reduces Year 5 income by $84,000 and the current ratio from 1.62 to 1.54” is bounded. “The market will lose confidence” requires evidence the packet does not contain.
Use an appendix pointer for technical detail. The executive explanation should still identify the accounting basis, reporting period, and major limitations. Avoid “immaterial,” “conservative,” or “industry standard” unless the file supports the precise claim.
Read the explanation against the unresolved-fact reserve. If an open item vanished during compression, restore it. Brevity is not permission to change a conclusion state.
