The final gate evaluates technical conclusions, calculations, entries, statements, disclosures, cash flows, digital facts, controls, approvals, and communication. Each assertion has evidence or an explicit exception. No category can be waved through because another one is green.
Hold release when a required material conclusion or approval remains unsupported. Use conditional release only when governance permits the condition, the remaining item cannot invalidate the package, and the owner, deadline, and contingency are explicit. Otherwise release the exact version that passed the gate.
Prepare for oral defense. A reviewer may select any reported amount and ask for its source chain, challenge an estimate, change one fact, or point to a contradictory disclosure. Answer from the controlled file. If the new fact reopens a conclusion, say so and show which work must repeat.
The final submission includes the packet manifest, issue map, evidence requests, memos, revision trail, adjustment register, dual-format schedules, statements, disclosures, cash flows, analytics, digital tie-out, executive explanation, and release matrix.
A polished binder is not the outcome. The outcome is a reporting decision whose support, assumptions, alternatives, and limits survive inspection.
