A CPI converts many sampled prices into one index for a defined consumer population and expenditure universe. The index's base only supplies a scale; its percentage change over named endpoints supplies an inflation measure.
Households consume different baskets, live in different places, substitute at different rates, and face different contracts. A national CPI therefore does not claim that every person's cost changed by the headline rate.
Always name the series, index base, unadjusted or seasonally adjusted status, monthly or twelve-month comparison, and vintage. Do not splice an adjusted monthly movement to an unadjusted twelve-month rate without labeling both.
Read an index value correctly
An index level expresses prices relative to its reference base. An index of 125 is not a 125% inflation rate. If the same index rises from 120 to 125, the measured change is about 4.17%. The BLS CPI FAQ identifies the covered population, purchases, samples, and common uses. A review should retain the series title, geography, adjustment status, period, release date, and vintage. CPI can inform contract escalation and analysis, but it does not silently restate an entity's accounting records.
