For Juniper Year 1, the population mean settlement time is one fixed number for all 480 qualifying invoices under the stated definition. The learner packet does not reveal it. The 31.875-day sample mean is used as a point estimate, but the two quantities are not interchangeable.
Define the estimand
Before computing, complete the sentence: “We seek the ___ of ___ for ___ over ___.” The blanks identify the functional form, variable, population, and period. Add units and weighting when they matter.
“Average collection time” is too loose. It could mean:
- invoice-weighted mean days among settled invoices;
- dollar-weighted mean days;
- age of ending open receivables;
- customer-level mean settlement time; or
- a forecast for future invoices.
Those are different parameters, and some involve different populations.
Fixed does not mean observed
In the frequentist interval framework adopted here, the population parameter is fixed while the sample and resulting interval vary across repetitions. Once a Year 1 interval is computed, Juniper's fixed 480-invoice population mean is not treated as randomly moving into or out of it. Confidence therefore belongs to the procedure's long-run coverage, not to a post-data probability assigned to that fixed parameter. Probability statements about a parameter require a different framework, such as a Bayesian model, which this module does not cover.
